欧盟念起“紧箍咒”，美科技巨头“压力山大”

欧盟近日表示，将在最近几周单独拟定一揽子计划，为大型科技公司明确划定新的法律边界。包括谷歌、亚马逊和Facebook等在内的美国大型科技公司将被要求缴纳更多税款，并为自己平台上的非法内容承担更多责任。

欧盟一直对互联网巨头公司进行严格监管。2018年，欧盟实施了《通用数据保护条例》，在隐私保护等方面对互联网企业提出了更高要求。此外，欧盟指认大型互联网企业在多国从事经营，获取巨额收入，却选择低税率地区注册总部以求“合法”避税，使所在国传统产业和中小型技术企业遭受不公平竞争，因此决定对这类企业征收“数字税”。由于这类企业多来自美国，美方因而十分不满。美国贸易代表办公室6月初表示，如果认定数字税方案构成“不公平贸易”，将对欧盟施以惩罚性关税。

罗氏制药面向中国征集合作伙伴

Roche Pharma China Calls For Collaboration

罗氏制药中国7月6日宣布，为满足中国广大消化道肿瘤患者的未尽之需，推动中国消化道肿瘤药物创新，罗氏正式启动专门面向中国的“消化道肿瘤免疫联合治疗合作专项计划”（简称“合作专项计划”）。

Roche Pharmaceuticals China announced on July 6 that in order to fulfill the unmet needs of the vast number of Chinese patients with gastrointestinal (GI) cancer and promote the innovation of GI cancer drugs in China, Roche will launch a “Collaboration Initiative for China Gastrointestinal Cancer Immunotherapy Innovation”.

该合作专项计划将用于支持中国创新型企业合作研发针对消化道肿瘤的新疗法。

The initiative will be supporting Chinese local pharmaceutical companies to develop new treatments for GI cancers.

将在5年内面向所有中国创新医药企业开放申请，具体支持方式包括但不限于向中国药企提供罗氏肿瘤免疫产品和靶向药物在内的研究药物。

The initiative is intended to open applications for all Chinese pharmaceuticals. Roche will provide cancer immunotherapy product and targeted drug for research and development of cancer immunotherapy combination treatment.

此外，通过与国内创新药企的在研药物开展联合研究，探索创新的消化道肿瘤治疗方法。

In addition, the initiative will also provide scientific and R&D support for Chinese innovative pharmaceutical companies to help them optimize their strategies and accelerate the R & D process.

合作方式：中国创新医药企业提出合作需求并提供必要前期数据；罗氏制药团队评估可行后双方签订合作协议；研发由申请方负责实施，亦可经双方协商采取最佳的合作方式开发。

Cooperation mode: Chinese innovative pharmaceutical companies propose cooperation needs and provide necessary preliminary data；Roche Pharmaceuticals team evaluates the feasibility of the proposal, and if feasible, the Chinese innovative pharmaceutical companies are responsible for the implementation；It can also be developed through the optimal cooperation mode negotiated and agreed by both parties.

优步以26.5亿美元收购Postmates

Uber To Buy Postmates For $2.65 Billion

据外媒报道，当地时间本周一，优步宣布以26.5亿美元的价格收购外卖服务商Postmates，交易以全股票形式进行，并称这家初创公司与其送餐服务Uber Eats“高度互补”。

Uber said Monday it has agreed to buy Postmates for $2.65 billion in an all-stock deal, calling the startup "highly complementary" to Uber Eats, its meal delivery service.

优步首席执行官达拉·科斯罗萨希表示，“优步和Postmates一直都有一个共同的信念，那就是像我们这样的平台可以推动的不仅仅是食品配送——它们可以成为当地商业和社区非常重要的一部分。”

"Uber and Postmates have long shared a belief that platforms like ours can power much more than just food delivery — they can be a hugely important part of local commerce and communities," Uber CEO Dara Khosrowshahi said.

消息传出后，优步的股价在周一盘前交易中上涨8%。

Shares of Uber were up 8% in pre-market trading Monday following the news.

报道称，Postmates被认为是按需配送行业的先驱，但它是美国市场上规模较小的竞争对手之一。

Postmates is considered a pioneer in the on-demand delivery industry, but it is one of the smaller competitors in the US market.

据分析公司Second Measure的数据，今年5月，这家初创公司获得了美国送餐业务8%的份额。

In May, the startup earned 8% of meal delivery sales in the US, according to analytics firm Second Measure.

谷歌收购Fitbit受到更严格审查

Google’s Fitbit Acquisition Get Closer Scrutiny

Antitrust regulators and consumer advocacy groups are increasing their scrutiny of Google’s planned acquisition of fitness tracker firm Fitbit.

谷歌去年宣布将斥资21亿美元收购Fitbit，并表示希望在2020年完成交易。

Google announced it was buying Fitbit last year for $2.1 billion and said it hoped to complete the deal some time in 2020.

But it’s possible the acquisition will be delayed over fears about the search giant’s increased access to sensitive data from Fitbit’s hardware, including users’ heart rates, their fitness activity, and their sleep patterns.

The Financial Times reports that EU regulators have sent 60-page questionnaires to Google and Fitbit’s rivals, asking them to assess how the acquisition will affect the digital healthcare space, and how Google might use the data to profile users for its search and advertising business.

欧盟监管机构已将7月20日作为下一个决定的最后期限。

EU regulators have set a deadline of July 20th for their next decision regarding the deal. The trading bloc can choose to approve the deal.
