The eastern coastal city of Qingdao, Shandong province has attached great importance to science, technology and innovation and is promoting an innovation-driven development strategy and carrying out mass entrepreneurship and innovation to foster sustained economic development, said local officials.

On Oct 24, a guideline on the city's efforts to encourage innovation and entrepreneurship was approved during the eighth plenary meeting of the twelfth CPC Qingdao Municipal Committee.

The week-long Qingdao Innovation Festival, which kicked off on Oct 28, consists of an array of activities related to exchanges in insights and facilitating innovations and mass entrepreneurship.

"Qingdao will definitely be a city with booming new technologies, new industries, new forms of business and new models in the future. It will definitely be a city where market entities can find opportunities to start businesses and realize their dreams," said Wang Qingxian, Party secretary of Qingdao, at the opening ceremony of the Qingdao Innovation Festival.

"The COVID-19 pandemic has further accelerated the restructuring of the global industrial, supply and value chains. De-globalization and technological blockades will also inevitably lead to the restructuring of technological and innovation chains," said Wang.

He added that in light of the complex domestic and international situations, mass entrepreneurship and innovation has helped create a large number of market entities, job positions as well as fostered new economic growth drivers.

Building a new development pattern with domestic circulation as the mainstay and domestic and international circulations reinforcing each other will certainly bring more innovation opportunities and create more possibilities, he said.

Home to nine state key laboratories, 26 universities, 193 enterprise technology centers at or above the provincial level, 292 engineering technology research centers, and more than 3,000 high-tech enterprises, Qingdao is currently making an effort to become a hub for innovation.

The city is also home to nearly 30 percent of the country's academicians in marine-related fields, a large number of high-end marine-related research and development platforms, as well as a complete industrial system with a number of world-renowned enterprises such as Haier, Hisense, Tsingtao Beer and CRRC Qingdao Sifang Co.

Qingdao will implement large-scale preferential policies and increase the support for medium, small and micro enterprises, individual businesses, and startups, said Wang.

More entrepreneurship and innovation platforms will also be built for higher-quality innovation and to make the city a fertile soil for entrepreneurship and innovation, he said.
