Overview

In October, 2021, there are 17 fatal workplace accidents in Shanghai's industrial, mining, commercial and trading sectors with a total of 17 fatalities.

Typical accidents in October

On October 1, at No.29, Chuhua Road N., Fengxian District, a worker from Shanghai Kaimeng Electromechanics Equipment Engineering Co. Ltd. fell from height during a platform steel bar grating replacement job and died.

On October 7, in an under-construction building at No.34, bid lot 3, land lot L, near the crossroad of Longyan Road and Dongping Road, Jinshan District, workers from Shanghai Chunran Sanitation and Waste Disposal Transportation Co. Ltd. were operating a lifter. But they didn’t notice the other worker who was standing within the lifter’s well and eventually died from crush injuries.On October 10, at the construction site of West Hongqiao Baolong Shopping City’s office building project in Qinpu District, a worker from Shanghai Laijun Construction Engineering Co. Ltd. fell from height during a floor trimming work and died.On October 11, at No.2 Langang Road, Baoshan District, a worker from Shanghai Shanyu Industrial Co. Ltd. was working on a pile of steel rod rolls. The rolls slipped off and the worker died from crush injuries.

On October 18, at No.1 dock of No.3001, Zhouhai Road, Pudong New District, a toolbox exploded. One worker from Shanghai Zhongrui Ship Engineering Co. Ltd. Xuzhou Branch died.Typical workplace accidents in previous Octobers

“2019.10.4” Machinery-related accident at No.762, Nanjing Road. W.

Summary of the accident

At about 4:37 pm, October 4, 2019, at a bar on the 5th floor of No.762, Nanjing Road. W., a worker was fixing a convertible DJ stand. The worker accidentally touched the remote control of the stand and died from crush injuries.

Direct cause

The worker was not paying attention to work safety requirement and breached protocols.

Punishment of stakeholders responsible for accident

District emergency management bureau imposed an administrative penalty upon Shanghai Mook Club Co. Ltd. and its general manager.

“2020.10.23” Falling from height accident at No.988, Jiangnan Avenue

Summary of the accident

At about 9:23 am, October 23, 2020, at the H1474 ship under construction at No.988, Jiangnan Avenue, a worker fell from a hatch coaming when delivering cables and died.

Direct cause

When the worker was working at the coaming next to a deep opening space, the worker didn’t take any personal protection measures. When the worker was delivering the cable into the bottom of the cabin, the cable suddenly accelerated its descending due to its weight and brought the worker to the bottom of the cabin.

Punishment of stakeholders responsible for accident

Municipal emergency management bureau imposed an administrative penalty upon Jiangnan Shipyard (Group) Co. Ltd. and its head of work supporting department.

Hazard warnings

The number of falling from height accidents significantly increased in October. There were 11 such fatal accidents, accounting for 65% of all fatal accidents in this month. Related businesses must pay more attention to strictly implement personal protection measures and make protective arrangements around deep openings and holes. If a job requires standing on top of colour steel sheets, the workers shall consider the possibility of these old sheets might break and guard against falling from height accidents.

Recently the temperature fluctuated widely and added more risks to out-of-door works. Due to the impact from COVID-19 pandemic and overseas demand, some businesses are keen to accelerate work progress and keep projects on schedule. These industries shall arrange their schedule reasonably and adjust manufacturing activities when necessary. Businesses related to special high-risk operations shall repeat their work to identify risk sources, design and implement their operational plans and emergency plans.
