On the afternoon of December 1, 2023, the Boao Forum for Asia (BFA) Academy, in collaboration with the Asian Infrastructure Investment Bank (AIIB) and Caixin Global, jointly hosted a "Net Zeroing: Incentives and Carbon Markets for a Sustainable Future" roundtable discussion during COP28 in Dubai. Dr. Zhou Xiaochuan, the Vice Chairman of the Boao Forum for Asia; Dr. Li Bo, the Deputy Managing Director of the International Monetary Fund; Dr. Erik Berglof, the Chief Economist of the AIIB and Professor Patrick Bolton, Barbara and David Zalaznick Professor of Business, Columbia Business School delivered keynote speeches at the event.

Speakers all agreed that global climate action have encountered severe headwinds coming from geopolitical conflicts and energy security. Large gaps exist in nationally determined contributions and climate finance to achieve the Paris Agreement goals. Incentive mechanisms and carbon markets could serve as important pathways to achieve net zero, through effectively guiding resource allocation and robustly driving private sector to decarbonize. Countries like China, India, and Indonesia, major Asian emerging markets and developing nations, have started actively implementing carbon market mechanisms. The conference participants all emphasized the need to utilize a variety of carbon pricing tools and effective policy mix including pricing and non-pricing policies. They emphasized on enhancing voluntary carbon market integrity, improving disclosure standards, and experimenting carbon market linkages across regions, as well as enhancing coordination between carbon markets and Article 6 of the Paris Agreement.

Nazareth, Chair of the Integrity Council (ICVCM); Beatrice Weder di Mauro, President of the Centre for Economic Policy Research; Jo Tyndall, Director of the OECD Environmental Directorate; Ma Jun, Chairman and President of Hong Kong Green Finance Association; Zhang Bei, Deputy Director General of Research Institute of the People’s Bank of China; Leng Bing, Member of ISSB; Fang Li, Chief Representative of the World Resources Institute China; Li Zheng, President of the Institute of Climate Change and Sustainable Development of Tsinghua University and Huang Haizhou, Professor of the PBC Graduate School of Tsinghua University, along with other high-level industry experts and scholars from institutions such as the Hong Kong Stock Exchange, Industrial and Commercial Bank of China, Development Bank of Singapore, Amundi, S&P, Shakti Sustainable Energy Foundation, Sequoia Climate Foundation, BNI Ventures, Asia Green Fund and MetaVerse Green Exchange, participated in the roundtable discussion. The meeting was moderated by Cao Li, Vice President of Boao Forum for Asia Academy.
