Shanghai's Zhangjiang High-Tech Zone expands support for foreign businesses, talent

Shanghai has unveiled a 2026-30 development plan for the Zhangjiang High-Tech Industrial Development Zone, aiming to build a world-leading sci-tech park that attracts global businesses and talent.

According to the plan, the combined output value of Zhangjiang's three leading industries— integrated circuits, biomedicine, and artificial intelligence — is projected to reach 2.5 trillion yuan ($374.36 billion) by 2030.

The plan sets the targets of 16,000 high-quality companies in the high-tech zone by 2030 and a cumulative 145 newly recognized foreign-funded research and development centers in Zhangjiang by 2030, up from 114 in 2025.

According to the plan, Shanghai will support foreign companies in establishing R&D centers, open platforms, and incubators in Zhangjiang.

It will also explore establishing a fast-track approval channel for imports of special items for research and development, optimize the "white list" system for biomedicine imports, and facilitate customs clearance for foreign-funded R&D centers through a one-stop service platform.

The plan also includes visa and talent support measures for foreign researchers and businesspeople.

These measures include expanding access to electronic port visas, issuing long-term multiple-entry visas to invited foreign researchers and businesspeople, piloting immigration policies for highly skilled professionals, and implementing the K visa policy and the Shanghai Sci-tech Co-research Program.

Zhangjiang will also develop an international talent hub and talent communities, with improved housing services.

The plan aims to attract leading comprehensive universities and universities of science and engineering from overseas to establish campuses in Zhangjiang, while identifying quantum computing, brain-computer interfaces, controlled nuclear fusion, biomanufacturing, and 6G as future industries.
