外企头条丨新冠疫情之下,企业如何推动经济社会持续发展

新冠疫情给企业带来严峻的挑战和风险,企业需要将行动重点放在何处?世卫组织COVID-19特使、世界可持续发展工商理事会应对COVID-19疫情项目顾问大卫·纳巴罗(David Nabarro)和世界可持续发展工商理事会会长兼CEO贝德凯(Peter Bakker)联合撰写的文章《新冠疫情之下,企业如何领导经济社会持续发展》给出答案。请看详细报道↓↓↓

我们的世界来了一位不受欢迎的新客人:COVID-19。这是一种不为我们所知的病毒,且不会很快消失。

Our world has a new and unwanted guest: COVID-19 – a virus that has caught us unaware. And one that will not go away soon.

防控COVID-19最有效的措施是防止该病毒在人与人之间传播。新冠病毒全球感染者已超200万人,成为世界关注的焦点。

The way to hold it at bay is to prevent it from being transmitted between people. And, with more than two million people having been infected, that is what the world is focusing on –

各国隔离和医治感染者,扩充医院容量,保护医护人员的安全,动用防御设施,进行物理隔离中断病毒传播。

through isolation of and care for infected people, increasing hospital capacity and health workers’ safety, mobilizing defences and applying physical distancing and transmission interruption.

在COVID-19爆发初期,一些国家做出了迅速而有力的反应。然而,全球疫情大流行的附带损害巨大,遏制病毒传播的做法给人民和经济带来了严重后果。

Some countries have responded rapidly and robustly at the start of COVID-19 outbreaks. Nevertheless, faced with a global pandemic, the “collateral damage” is massive and containment efforts have had severe consequences for people and economies.

预计新冠疫苗研制至少还需要十二个月的时间,需要进行开发、生产和安全有效性评估,确保所有人都能对感染免疫。

It is expected that at least twelve months will be needed to develop, produce and evaluate safe and effective vaccines that can enable everyone to be immune to infection.

然后需要建立一个许可疫苗、大批量生产和广泛免疫接种的程序。

A process for licensing vaccines, manufacturing vast quantities and enabling widespread immunisation will then need to be established.

在可预见的未来,新冠病毒会和人类长期共存。因此,做好准备与病毒长期共存是至关重要的。

As the virus will be a reality for the foreseeable future, it is vital we start tackling the challenge of living with it in our midst.

这一病毒是一个危险且隐秘的敌人,能够随时出现,如果不加以重视,可能会忽略掉它。

In fact, it is a dangerous and stealthy foe that can be expected to turn up at any time, and that we will miss if our attention is elsewhere.

现在,各国政府正准备逐步放松(解除)防疫封锁措施,这对于我们的安全、生活方式以及重返“新常态”意味着什么?

What does this mean for our safety, the way we live and the return to the “new normal” now that governments are preparing to (rel)ease lockdowns?

首先,所有人都需要知道如何保护自己、自己的家人、工作场所和我们的社会。人们需要保持警惕,觉察到有可能感染该病毒的人(即使是症状较轻的患者)。

First: we all need to know how to defend ourselves, our families, our workplaces and our societies. People in every community will need to be on the alert and able to detect people who may have the virus (even those with mild symptoms).

其次,需要鼓励大力加强公共卫生服务。各地都应拥有核酸检测设备并组织开展筛查。

Second: we need to encourage massive reinforcement of public health services. Facilities for virus testing should be spread out everywhere and organized.

应立即建立起一套检测、隔离、密接者追踪和隔离的流程并实施。要随时纳入新的检测工具和密接者追踪应用。

Procedures for case detection, isolation, tracing of contacts and quarantine should be established and put in place immediately. New diagnostic tools and contact tracing applications should be incorporated as they become available.

第三,需要认识到我们需要医护人员的指导,尤其是保证我们在患病时能够保持安全和得到治疗。

Third: we need to recognize our need for health personnel – especially those who enable us to stay safe and care for us when ill.

很多这样的医护人员收入很低,价值被低估,且四分之三是女性。

The majority are low paid and undervalued; around three quarters are women.

世界卫生组织呼吁各方采取集体行动,这其中也包括企业。

The World Health Organization(WHO)has called for collective action from all stakeholders, including business.

我们看到,来自全球的企业已经做出很大贡献,保证员工健康,鼓励员工在家工作,提供解决方案,调整运营方式,并提供财务支持。

We see businesses from all over the world are already contributing – from employee health protection and encouraging working from home, to offering solutions, adapting their operations and providing financial support.

不过,我们必须承认,COVID-19也给企业带来严峻的挑战和风险。

However, while we must acknowledge that COVID-19 is also putting serious challenges and risks to businesses,

许多企业,尤其是中小企业都在艰难生存,但它们在所有社会中都具有重要作用,是地方经济的活力源泉,现在需要更强的企业领导。

with many, especially small and medium enterprises, struggling to survive, business leadership is now more needed given their vital role in all societies as the heartbeats of local economies.

社会稳定与经济稳定相辅相成,社会不能稳定的话,企业也不会好,反之亦然。

In the end, social stability and economic stability go hand in hand; business is unsuccessful when societies are unsuccessful and vice versa.

企业在“新常态”出现中扮演着至关重要的角色,需要确保员工健康和福祉和企业持续发展。

Business has a critical role to play in the “emergence of the new normal” by ensuring employees’ health and well-being as well as business continuity.

企业要采取不同方式,比如与政府合作、竞争前合作和分享优秀做法。

The situation urges them to work differently: partnering with authorities, pre-competitively collaborative working, and being role models for others.

人们对企业的期望很高。爱德曼公司近期发布的关于COVID-19信任度晴雨表特别报告显示,有78%的受访者认为企业参与是防控病毒的重要组成部分。

Expectations are high: the Edelman Trust Barometer special report on COVID-19 revealed that 78% of respondents said that the involvement of business is a critical ingredient of defences against the virus.

The COVID-19 crisis has made clear that business needs to focus it’s actions on:

应确保相互依存的供应链保持高效和弹性,以便连接链上的所有企业。

Ensuring that our interdependent supply chains remain effective and resilient to connect us all–

企业应贡献其系统知识,专注于短期供应链弹性计划,尤其是对重要供应链(如食品和医疗用品)而言;

business should contribute its systemic know-how to focus on short-term supply chain resilience plans in particularly for vital supply chains like food and medical supplies;

企业应与公共卫生部门密切合作,以进行COVID-19监控、检测、隔离和治疗,在恢复新常态的过程中,确保社会做好准备应对COVID-19。

Working closely together with the public health capabilities for surveillance, detection, isolation and treatment to ensure we make our society “COVID-ready” while returning to the new normal –

企业可以帮助检测COVID-19患者,也能够帮助寻找经济复苏的方式;

businesses can contribute by being places that help detect people with COVID-19, as well as finding pathways to economic recovery;

企业应认识到经济和供应链不是完全抗压的,具有未曾预料到的脆弱性。

Recognizing that our economy and supply-chains were not shock-proof and have vulnerabilities that had not been anticipated –

企业必须运用从COVID-19危机中学到的经验教训来使系统更具抗压能力。

business must apply the leasons learned from the COVID-19 crisis to make our systems more shock-resilient.

此外,企业必须加倍努力使其产品、流程和商业模型更加可持续,防止进一步受到冲击。

Furthermore, business must double down on making its products, processes and business models more sustainable to prevent further shocks from happening.

让我们共同努力,采取主动,关注经济社会复苏与构建弹性,准备好与COVID-19共存,并塑造新的未来。

Let’s make sure we work together, take the initiative, and help shape the new COVID-ready reality by focusing both on social and economic recovery and resilience.

我们要确保遵循世界卫生组织的指导,与各国和地方程序保持一致,互相学习并运用我们所学到的知识。确保我们和企业一样快速做出反应。

Let’s make sure we follow WHO guidance, align with national and local procedures, learn from each other and apply what we learn. Let’s make sure we do what business does best: respond fast.

很明显。强大的公共卫生能力是经济强劲的基础。我们现在的所作所为将决定我们的未来。

It’s clear. Strong public health capacity is the foundation for a robust economy. Our common future will be shaped by what we do now.

我们的行动能够为社会、经济和民生的恢复做出重要贡献。

Our actions make vital contributions to the resilience of societies, economies and humanity.

我们必须从这场危机中汲取教训,为下一次危机做好准备。

We have no excuse not to learn from this crisis and be unprepared next time.
